License Transfers- Quota
Quota licenses are considered property in Florida, and can be purchased and transferred for reasonable consideration. Restrictions that apply to other types of licenses, such as minimum square footage, seating, and food sales, do not apply to quota licenses. Because of this, these licenses are highly desirable for nightclubs, bars, and other businesses where the main focus is the sale of liquor for consumption. If you’re looking to purchase a license or you recently acquired one, complying with the requirements for license transfers can be a long process. 4COP SFS Applications
Special Food Service (SFS) Licenses are available to restaurants that wish to serve beer, wine, and liquor for consumption on premises that meet the criteria set forth by Florida statutes. These include ability to serve 150 people, 2500 square feet of service area, and at least 51% of revenue derived from food and non-alcoholic beverages. Unlike quota licenses, these can be readily applied for by any restaurant which can meet all requirements.
Local zoning, Department of Revenue, and Department of Hotels and Restaurants is required before the application can be submitted, as well as biometrics and personal questionnaire for any individual with an interest in the business

2COP Applications
For restaurants that do not meet the service and square footage requirements to obtain a 4COP SFS, a 2COP allows you to serve beer and wine only. Zoning, Health, and Revenue approval are still required, as well as personal information and biometrics.

3PS Transfers
Like 4COP licenses, 3PS package licenses are property and can be purchased and sold. Suitable for liquor stores and other package stores, these quota licenses are also subject to intense transfer requirements.
